(Rense) – The WikiLeaks “Afghan War Diaries” provided documented evidence of America’s out-of-control lawlessness, including Special Forces death squads (Task Force 373) extrajudicially murdering or capturing suspected Taliban and Al-Qaeda figures, many hundreds or perhaps thousands on a so-called Jpel (joint prioritized effects) list, also willfully killing civilian men, women and children, the London Times Kabul-based Jerome Starkey reporting earlier on these crimes, suppressed in US media accounts, presenting an embedded view of the war, omitting the targeting of Americans until then Director of National Intelligence Dennis C. Blair acknowledged it in February, explaining that:
CIA operatives and Special Forces death squads have been authorized to kill US citizens abroad, suspected of terrorist involvement, Blair saying:
“If we think that direct action will involve killing an American, we get specific permission to do that,” the criteria being “whether that American is involved in a group that is trying to attack us, whether that American is a threat to other Americans. Those are the factors involved. We don’t target people for free speech. We target them for taking action that threatens Americans or has resulted in it,” based on suspicions, not evidence. (BostonGlobe) – A privacy advocacy group is suing the Department of Homeland Security to suspend the use of the controversial full-body scanners employed at airports across the country, including at every major checkpoint at Logan International Airport.
The machines, which use X-rays or radio frequency energy to detect weapons and explosives beneath passengers’ clothing, have been much criticized because of privacy concerns. Continue reading →

As usual, however, there is no real historical context. And that lack of context is part of the story – not just the current dimensions of the empire.
I wrote the following article for Penthouse in the summer of 2003. It was reprinted by CounterPunch later that summer.

(AmericanFreePress) – Eight more homeland response force units will be established in fiscal year 2012, Defense Department and National Guard Bureau officials said here today.
The units are regional forces that will cross state lines when needed. They are part of a restructuring of the nation’s chemical, biological, radiological, nuclear and high-yield explosive consequence management enterprise.
Massachusetts (supported by Connecticut and Vermont), New York (supported by New Jersey), Pennsylvania, Georgia, Texas, Missouri, Utah and California each will host a homeland response force unit.
One unit will be based in each of the 10 Federal Emergency Management Agency regions. The units are scheduled to have 570 Guardsmen, and each will have a medical team, a search and extraction team, a decontamination team and very robust command and control capabilities, officials said. (SedaliaDemocrat) – The U.S. Department of Defense announced Monday that Missouri will be one of 10 states to host National Guard Homeland Response Force units to help coordinate federal response to a terrorist attack.
The Defense Department will place one unit in each of the 10 Federal Emergency Management Agency regions. Missouri is located in Region VII, which administers FEMA programs and coordinates federal disaster response in Missouri, Iowa, Kansas and Nebraska.
According to the DoD announcement, the move came about following the 2010 Quadrennial Defense Review — a congressionally mandated report put together every four years that highlights changes and challenges in national defense strategy. The 2010 report calls for improved coordination with civilian officials and providing resources for large-scale emergency response.
In addition to Missouri, Massachusetts, New York, Pennsylvania, Georgia, Texas, Utah and California will host the remaining homeland response forces. The DoD announced in June that Ohio and Washington would host the first two units, and are slated to be established in FY 2011. Read full article
(PaulWatson) – The Transportation Security Administration will block all websites that contain “controversial opinion” from its federal computers in the latest example of how Internet censorship is expanding in both the private and public sector as the federal government prepares to push through a power grab that will empower President Obama to shut down the world wide web with an emergency decree.
“The Transportation Security Administration (TSA) is blocking certain websites from the federal agency’s computers, including halting access by staffers to any Internet pages that contain a “controversial opinion,” according to an internal email obtained by CBS News.”
The new rules came into force on July 1, and prevent TSA employees from accessing such content, though what is deemed “controversial opinion” is not explained. Undoubtedly, the ban list will include websites which specialize in criticism of the government and federal agencies. Continue reading →
(CNNCaffertyFile) – US Senate committee has approved a bill that apparently gives the President authority to shut down the Internet. According to TechWorld.com, “A US Senate committee has approved a wide-ranging cybersecurity bill that some critics have suggested would give the US president the authority to shut down parts of the Internet during a cyberattack.”
The report continues by saying, “The bill, introduced earlier this month [by Senators Joe Lieberman, I-Connecticut, Susan Collins, R-Maine, and Thomas Carper, D-Delaware], would establish a White House Office for Cyberspace Policy and a National Center for Cybersecurity and Communications, which would work with private US companies to create cybersecurity requirements for the electric grid, telecommunications networks and other critical infrastructure.” Continue reading →

(SMH) – FIGHTING home-grown terrorism by monitoring internet communications is a civil liberties trade-off the US government must make to beef up national security, Homeland Security Secretary Janet Napolitano said.
As terrorists increasingly recruit US citizens, the government needs to balance civil rights and privacy with the need to keep people safe, she said. But finding that balance has become more complex as people have used the internet to reach out to extremists abroad for inspiration and training. Those contacts have spurred a recent rash of US-based terrorism incidents.
Ms Napolitano said it was wrong to believe liberty was sacrificed if security was embraced, and pointed to restrictions on full-body scanners at airports to protect privacy. – Source: SMH

(CNSNews) – Homeland Security Secretary Janet Napolitano, who has been a vocal critic of the new Arizona immigration law, told Sen. John McCain (R-Ariz.) and the Senate Homeland Security and Governmental Affairs Committee Monday that she had not reviewed the law in detail, but nevertheless repeated criticism she made in April on ABC’s “Good Morning America” that the law is a “bad law enforcement law.”
Last week, Attorney General Eric Holder said he hadn’t read the law either, although he too has criticized it. He told the House Judiciary Committee he’d “expressed concerns” about the Arizona law, “on the basis of what I’ve heard about the law” from newspaper and TV reports. Holder has questioned whether the law is constitutional and has said the federal government may challenge it in court.
On Monday, Sen. McCain asked Napolitano, who is the former governor of Arizona, about the law during a hearing on the federal response to the oil spill off the Gulf Coast –“Have you had a chance to review the new law that was passed by the state of Arizona?” Read entire article

(DallasNews) – Homeland Security Secretary Janet Napolitano told a Senate hearing Tuesday that an unmanned aerial drone will soon fly through Texas skies as drug-cartel violence continues to escalate on the U.S.-Mexico border.
Texas is the last border state to receive a Predator drone, and Sen. John Cornyn, R-Texas, said the absence of one has hurt intelligence capabilities of federal, state and local law enforcement.
