(NYTimes) – The lower house of the Russian Parliament passed a draft law on Friday allowing the country’s intelligence service to officially warn citizens that their activities could lead to a future violation of the law, reviving a Soviet-era K.G.B. practice that was often used against dissidents. The president, Dmitri A. Medvedev, is expected to sign it into law shortly.
The legislation was proposed during the tense weeks after two suicide bombers attacked the Moscow subway, and its stated goal was to stanch the growth of radicalism among young Russians. But rights advocates and opposition parties have warned that the expanded powers could be used to silence critics of the government. The units are regional forces that will cross state lines when needed. They are part of a restructuring of the nation’s chemical, biological, radiological, nuclear and high-yield explosive consequence management enterprise.
Massachusetts (supported by Connecticut and Vermont), New York (supported by New Jersey), Pennsylvania, Georgia, Texas, Missouri, Utah and California each will host a homeland response force unit.
One unit will be based in each of the 10 Federal Emergency Management Agency regions. The units are scheduled to have 570 Guardsmen, and each will have a medical team, a search and extraction team, a decontamination team and very robust command and control capabilities, officials said. “The site was shut down after FBI agents informed executives of Burst.net, Blogetery’s Web host, late on July 9 that links to al-Qaeda materials were found on Blogetery’s servers, Joe Marr, chief technology officer for Burst.net,” told CNET. “Sources close to the investigation say that included in those materials were the names of American citizens targeted for assassination by al-Qaeda. Messages from Osama bin Laden and other leaders of the terrorist organization, as well as bomb-making tips, were also allegedly found on the server.”

I don’t know if this is still taught in the schools, but if it is then I believe our children are being grossly misinformed. The United States of America has become the leading nation when it comes to jailing its citizens, and the vast majority of them have been jailed for non violent crimes. We are, in effect, being jailed by the political class for disobeying rules they have deigned necessary, not for actions that have harmed another human being or his property.
